REGIONAL, June 06, 2025: A high-level interactive meeting was held between the Indian Institute of Corporate Affairs (IICA), Ministry of Corporate Affairs and senior officials from various State Government officials including Dr Joram Beda, Commissioner and Secretary, Planning, Meghalaya, during which Gyaneshwar Kumar Singh, Director General & CEO of IICA, introduced the Institute’s role, vision, and national mandate.
He briefed the leadership on IICA’s core domains of work including capacity building, Advocacy, Training, research and advisory.
During the meeting, the DG &CEO Singh also formally informed the State departments that a five-acre land in New Shillong Township had been officially handed over to IICA on 2nd June 2025, in the presence of Donald Phillips Wahlang, Chief Secretary, Government of Meghalaya, and Deepti Gaur Mukerjee, Secretary, Ministry of Corporate Affairs. This event marked a historic milestone as IICA expands its institutional presence into the Northeast.
Gyaneshwar Kumar Singh, DG & CEO, IICA, hailed the moment as historic, describing the Shillong campus as “our first baby outside Delhi—a symbol of decentralization and empowerment.” He emphasized the role of the new campus in supporting entrepreneurship, capacity building, and good governance in alignment with national priorities such as Ease of Doing Business, Atmanirbhar Bharat, and Vikshit Bharat @ 2047.
Referring to Prime Minister Narendra Modi’s vision during the Rising North East initiatives, the DG noted that the Prime Minister has consistently championed the North East as the “Ashtalakshmi of India”—a region rich in diversity, talent, and potential. Aligning with this vision, he said, “IICA is proud to be part of the transformation of the region from a remote periphery to a dynamic growth engine of New India.”
He further emphasized, “This initiative resonates deeply with the Hon’ble Prime Minister’s mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’. Our campus in Shillong is not just an expansion—it is a commitment to ‘Transformation by Transportation,’ as the PM rightly envisioned, where infrastructure and knowledge institutions together pave the way for peace, prosperity, and purpose.”
Backed by ₹100.95-crore financial assistance under the Prime Minister’s Development Initiative for North-East, the Shillong campus will operate as a regional hub for specialized training, research, and policy advisory across key domains—Corporate Governance, ESG, CSR, Insolvency and Bankruptcy, Competition Law, and Board Leadership. To ensure the region is integrated into the national development narrative, IICA will launch a suite of academic and training programmes tailored to local needs, while continuing its flagship national courses. Key initiatives include:
Academic Programmes (Online/Hybrid/Residential) like the LL.M. in Insolvency Law – First-of-its-kind specialised law degree in the domain. Executive MBA in Corporate Affairs – Designed for government, PSU, and corporate professionals in Meghalaya. Master’s in Financial and Economic Crimes (with RRU) – Strengthening regulatory and enforcement capabilities. AMP in Corporate Affairs, ESG, Valuation, Competition Law – Multi-sector domain leadership.
Flagship Certificate Programmes like Certified ESG Professional Programme – Focused on sustainability and compliance, CSR Professional Programme – 90-hour expert training in CSR planning, impact assessment, and SDG alignment, Business & Biodiversity Programme – Aligned to Meghalaya’s ecological richness and tribal knowledge systems, Certificate in Mediation, Arbitration, Insolvency Law, Corporate Law
NER/ Meghalaya-Focused Initiatives would be
- Customised trainings for Meghalaya's State PSUs, start-ups, MSMEs
- Capacity building in procurement (GeM), regulatory compliance, and governance
- Skilling youth and professionals in GST, Valuation, Investor Education, and Sustainability
- Orientation and sensitisation on Central Government schemes for the region
These programmes are aligned with IICA’s core mandate to deliver integrated education, advisory, policy research, and advocacy across the corporate affairs spectrum. He also highlighted that most of the programmes are carefully tailored to meet specific industry requirements, and a special concession in fees will be extended to participants from the North Eastern Region.
DG Singh also informed officials that in her address during the handover of the land ceremony, Deepti Gaur Mukherjee , Secretary, MCA appreciated the proactive support extended by the Government of Meghalaya. She emphasized that this collaboration reflects the spirit of cooperative federalism and the Centre’s commitment to empowering the North East as a growth engine of New India.
The Secretary also highlighted the cultural sensitivity built into the project, stating that the IICA Shillong campus will embody the cultural essence of Meghalaya by incorporating local architectural styles and actively engaging local artisans and vendors. This, she noted, will generate local employment, promote regional craftsmanship, and foster a strong sense of community ownership of the institution.
Academic and advisory programmes are scheduled to begin within the current financial year, with construction to begin immediately. IICA has already been active in the region through training initiatives benefitting over 300 professionals and continues to manage the Independent Director Databank, which includes representation from all Northeastern states.
Looking ahead, IICA will collaborate with state universities and institutions in Knowledge City to launch customized programmes that align with the region’s socio-economic aspirations. The Shillong campus will serve as a long-term hub to nurture ethical entrepreneurs, future-ready professionals, and transformative leaders—from the heart of the Northeast.
