Neiphiu Rio demands withdrawal of the Protected Area Permit
Told MHA that Hornbill Festival slated to begin on December 1 is approaching

REGIONAL, November 28, 2025: Nagaland Chief Minister Dr Neiphiu Rio Friday urged Union Home Minister to expedite the clearance of Protected Area Permit (PAP) applications for international delegates as the 26th Hornbill Festival slated to begin on December 1, is approaching. He also reiterated the call to lift the PAP regime from the state.
"The festival, a significant cultural event in India that coincides with State Commemoration Day, is crucial for the local economy, generating employment and attracting thousands of visitors," the Chief Minister stated in his letter. This year, six Partner Countries are set to participate in various cultural and business activities, but the delay in issuing PAPs is raising concerns just days before the event, he highlighted.
The Chief Minister asserted that the ongoing requirement for permits continues to create procedural hurdles for tourists, negatively affecting the state's economy and image. He reinforced the need for the PAP regime's removal to enhance tourism and movement advocating for the Centre's assistance.
